A non paying bidder to block weborthodiscount
This person won two of my auctions and didn't pay for either one. They would not answer my emails so now I have blocked them. I received my final value fees back, but now I cannot figure out how to rate this bidder? Is it possible to rate a buyer after you have received your final value fees back?

No, because you can only leave positive feedback for a buyer, and eBay knows that after filing an NPB, you aren't leaving something positive. If you wanted to leave a negative comment as positive feedback (which is against eBay rules) you would have had to do it before closing the case.
