I'm guessing that he does know this, but it's irritating as an error collector or dealer when any extremely cool or rare error is questioned about its creation. The simple thing is, this error is just like any other double denomination. There are many, many Lincoln cent struck on a struck dime errors out there, but it's rare to see someone blame these errors on mint shenanigans. Maybe if it was a quarter struck on an Ike dollar....
This same type of speculation doesn't seem to have affected those buyers of 1913 Liberty Nickels, which are known to have been created, unofficially, and taken out of a U.S. Mint.
And, I'll bet it won't stop, or dampen the bidding on the soon-to-be auctioned 1922 Special Peace Dollars (more than 1) that are written up all over the place as coming directly from a high placed Mint officer from that period.
Maybe they mean that anything AFTER 1922 is questionable as to how it got out of the mint.
Or do they mean that anything that isn't perfectly ROUND is questionable?
Or do they mean anything that they don't collect and study is questionable?

Yes I did hear about the hiding of error coins in the oil pans, just never knew what mint or time period it was.
Sure why not inform another generation about the facts.

Anybody that is even remotely familiar with the coin making process "knows" that each of the coins you posted are the result of the coin making process and not something that an individual or group of workers could force into occurring to be secreted out of the mint for later resale.
