  Hard to read the graders mind for certain... and we were just told by one on the PCGS Board of Experts that we can't grade from photos
  
  But in quickly looking at the photo and being very picky, I think it would be one or more of several factors. PCGS probably didn't like the toning that much, thought the strike was a little weak, didn't like the hit/scratch on the forehead, looks like some light marks or maybe even hairlines in the fields under STATES on the obverse and under OF on the reverse.
  
  Looks like it could be a pretty darn nice MS63 though.

  Photos are a bit dark, but there appears to be significant chatter in the reverse fields, not to mention
  hits on the forehead and jaw. The grade appears "correct".

  I can see many hairlines if I look close in photos. If not for these it looks 66. Old cleaning but still retains huge amounts of luster.

  You don't have to be an expert to know this is true. It is done here for fun, no one is going to guarantee the grade they guess. Do you not guess the number of jelly beans in the jar because you don't the exact number. Experts shouldn't get their granny panties in a wad.
