What address should I mail in cracked out labels for PCGS slabs so that they can adjust their census numbers? Is there any particular way its supposed to be done?

Good idea. The pop reports are very accurate and we must keep them that way. Does PCGS still pay a bounty for these? You may want to wait for next large coin show and then turn them in to PCGS there at the show. Just a suggestion.

Pop reports are a guide. With few exceptions you shouldn't rely on their accuracy.
When you combine the top three grading service's pops, you still have to account for coins that have been resubmitted over and over. And those that have never been slabbed.
The pop reports have long been questioned because of the crackout/label return issue. In past years, many have said they do return the labels, and just as many said they do not bother. Some said they were saving them.... all in all, unless the pop numbers were really low, I would say there is some question as to accuracy. Cheers, RickO
Why bother some dealers have thousands of crack outs and just throw the labels away. Most of the POP Report is useless numbers now. If the rewards had been higher returns would of kept it accurate.

Because if a coin I own has a low pop and I crack it out and resubmit, I want to keep the numbers as low as possible which possibly helps the value of my coin.

Nailed it. I once sent in a few with a submission and deducted the bounty from my total. 3 months later I got a check for the label bounty. Win win all the way.
The pop listings are nothing more then a total of graded coins. When the very first cracked-out label was discarded (how many years ago?), it skewed the numbers. I was a very small-time collector but garbaged my share. Imagine me times many thousands that have done it also.
Now, no one can say how many have been tossed or returned thus snowballing the accuracy. To rely on it in any serious manner (especially the lower graded totals) is foolish. MS66 and above may be reliable to some extent. JMHO

We shall see. The one coin I was concerned about was a coin I stupidly cracked out and resubmitted. It came back graded one point lower. I resubmitted under the Reconsideration level and the coin was upgraded to the original grade.
I mailed in the original label, along with others, but as yet the pop report.........and cert verification page still shows all three certs active. This includes the cert that was upgraded during Reconsideration.
Address them to customer service or receiving. They can also be handed over at the next show PCGS sets up at.

some suggest going by the CAC pops. and I we can still argue that those could be all over the place as well, just because its beaned doesn't mean it won't get cracked or crossed!

I really hate to hear that. Check the individual cert numbers if you can and see if they are still in the system.

As this is a very tedious, labor intensive, and boring job I don't think it is done the day PCGS receives them. But the job does get done.
