Either MS65 or MS64 (as it appears to lack luster).
It's a compelling coin.

LOL! It would be just as ugly but some dealers would call it "original skin". LOL!
No two ways about it, the coin is unattractive, dull, lifeless and probably a dipped and retoned coin with a little inducement.
As for "dipping" the piece. I don't think that anybody would really like the results.
