Question about Submitting to PCGS

Does anyone ever write a note on the submission form for the graders? Or send along any documentation?
or cite a source or reference?
Do graders see the notes? or extra material?
I have a coin that looks like environmental damage, but is really from rusted dies according to reference materials. Do I assume the graders are familiar with almost all coins submitted, or would be able to tell the difference? It seems that some documentation would be helpful?
I was talking to customer service, and they indicated that the graders do not see the actual submission form, but how about accompanying material?

PS: the CC mint has had many examples.
I am sure they are aware of rusted dies
