if it's that hard to tell, does it matter?

the slight assymetry in the top loop makes me vote 23

The left side of the loop in the 8 is wider than the right and it looks like a completed loop.

Too bad they wouldn't slab it. Would've been a nice addition to a lowball registry. What grade were you thinking? AG3?

It definitely looks like a 28 to me and definitely at least a FR02 if not PO01.

Well, I do think it's a 1928-something. There are 1928-S coins with the mint mark completely within the completely worn away area. Unless there's a diagnostic for a genuine 1928 still visible somewhere else, this coin will never holder. Fortunately, these diagnostics are mostly within the protected area near BE in LIBERTY and the tiara rays. Your best bet is if you have 1928 VAM 2. Doubling on the rays should still be visible if it's there, and there are no 1928-S with doubling on the rays.

Indeed, good to know about the mintmark. I know they are typically visible on worn Peace dollars, but I'm no expert.
