My first Paypal Dispute, looking for advice! Update 3.27.13
Just received an email from Paypal saying that they are going to cover this claim through their seller protection program. I'm a little surprised because it seems like they usually side with the buyer. So, two phone calls to PP and documenting the auction on the PP website was sufficient apparently.
It's not clear to me whether the buyer got his money back or not. I'd guess that he did, plus kept the coin. I'm guessing that PP ate the cost.
In any event, the scamming buyer is davidpatch2012.
Just received my first Paypal seller dispute on a seated quarter sold at the end of January. The transaction was a problem from the get-go as the buyer didn't pay until a NPB case was opened and, even at that, waited til an hour before the case ended to pay.
So, out of curiosity on why someone would NPB on a $40 coin (plus with too much time on my hands , I followed his ebay activity for a while. Seems his MO is to buy problem coins, crack them, and sell them as problem free. The seated quarter he bought from me was raw. He listed this coin three times in the following weeks and listed it each time as uncirculated, once calling it gem. The coin clearly is not uncirculated. I listed it as VF with an old cleaning.
So today I receive an email from PP which states:
"We were recently notified that one of your buyers filed a chargeback and
asked the credit card issuer to reverse a payment made to you on Jan 28,
2013.
The buyer claims that this purchase was made without authorization to use
the credit card. Their credit card issuer needs additional information from
you about this transaction.
Please respond within 10 days so that we can help resolve this chargeback.
To respond, log in to your PayPal account and go to the Resolution Center
to provide information about this transaction.
The credit card issuer decides if the buyer's claim is legitimate. Once the
credit card issuer receives your information, it may take up to 75 days to
make a final decision.
Because the credit card issuer has reversed the charge for this
transaction, we've placed a temporary hold on the funds associated with
this transaction until the case is resolved. Our user agreement explains
our policies on holding funds."
So he has my coin and now a hold on my money and claiming a credit card authorization issue over which I have no control.
I'm looking for a little help here on how to proceed. What do I tell PP? I'm inclined to state essentially what I said earlier in my post, that he has the coin and tried to sell it three times, now wants his money back. Don't know what else to tell PP. Got the feeling that I'm out the coin and money!

From what I can tell based on the story you presented the buyer is a lying and just not a good person to deal with. Bottom line, the buyer is indicating that credit card fraud was at play here. So the long of short of it he will get to keep the money on the coin. Block this POS and feel lucky that it was only a $40 loss.

I just had a buyer wait until I filed an NPB before they paid, despite at least two attempts to contact from my end.
I hope mine was just a forgetful person who hadn't checked her email.

As said earlier, have paypal look at his attempts to resell the coin. Easiest solution is to inform him you will refund upon return of the coin. That way you at least get the coin back.

Just post the link of him/her listing your coin for sale. We can figure out the rest from there!

I think that its the credit card company that issued the chargeback "against" Paypal who then notified the eBay seller.
If the credit card holder says that the charge was "unauthorized", this in itself indicates that the card holder did not receive anything. As far as the credit card compay is concerned, their customer didn;t receive the coin and as such, would not require it to be returned.
Does that make sense?
The best bet, as suggested earlier, is to provide Paypal with the buyers listing history on the piece that he supposedly didn't receive. They would then pass this on to the Credit Card Company.

What he said. Although it's only $42, it doesn't make sense to reward this person for his dishonesty. So I would fight it with everything. And a good place to start is with the info in the original post, plus screen prints of the several times he offered the item for sale. Then after you have filed the response with PayPal, call the person at PayPal and calmly explain your case. Who knows, maybe they will NARU him!

Ok well I would say that bodes well for both of us as Paypal is certainly going to look at a guy that is doing this to a lot of sellers......and realize he is up to no good.

Yes, that makes sense, thanks. But the OP seems to have enough to fight this scammer, so I hope he does.

Actually, this guy wasn't doing this to lots of sellers, those negative feedback comments were from "His" buyers...
