Does this coin look cleaned. I received it from eBay and it is sealed in a marked up plastic bag so I cannot clearly look at it without the possibly of not being able to return it.

I had this scam pulled on me with a certification holder many years ago. I too would return on principle.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
Well I was able to remove the coin from the plastic after all, the seal was glue and not heat sealed like I first thought. The coin does have hairline scratches going from left to right across the cheek and fields so it probably was cleaned a long time ago.

Either it's an old cleaning, or someone just took a cloth and rubbed on it. Either way, it's still cleaned. I would try to return it.
