Registered Package Lost

I mailed a submission to our host 28 December, registered mail, containing 3 double eagles and 5 eagles, insured for 10K. To date, they have not arrived (Mailed from Guam...Last tracking info indicated they left the Guam sort facility 31 Dec.) Next stop out of Guam is should have been Honolulu, then on the California.

I've pretty much read through most of the registered mail threads to seek a definative answer to my question of how to prove the value of the items for filing an insurance claim. I can research my Paypal account and find what I paid for them, but I would certainly hope the USPS wouldn't just reimburse me what I paid since I purchased these coins 5-10 ago when gold was substantially less. Has anyone ever successfully used the PCGS price guide or any other reference as proof of value when filing a claim? I truly hope the submission makes it to our host, but after almost a month, I'm having serious doubts.

Since it was registered I'm pretty confident that you won't have a problem with the claim if it's necessary. But it may just still get there and surprise you.

Yes, I'd like to do a trace, but P.O. clerk told me I had to file a form 1000 which is only for claims. I gave the clerk my registered mail receipt number, she went in the back office and came out with a more formal-looking tracking document which basically had the same info I obtained from the USPS Track & Confirm site. I'm still hoping it the package will show up.

In the continental US, it can take 3weeks+, at time, for a registered package.
From Guam, it may well take longer.

Your post office can track the package but you can't. Sometimes, the status is updated online, however, that is hit or miss.
You had a couple of federal holidays in the time between shipping your package. I wouldn't worry yet.
Be frustrated, yes. Worried, no.

Go to your local post office with your shipping info and they can track.

My understanding is that the package is scanned electronically at every stop and is also logged manually at each stop or at least the master manifest for the bag is logged both ways. If it left Guam, then it must have made it to Honolulu or else it fell out of the plane. While you may not know what it is, there must be a standard route that all mail takes after leaving Guam. They should be able to tell you whether it made it to the next expected stop.

I am hopeful it's just a long delay and the package will arrive. A few months ago, Stacks mailed out my auction winnings and it took almost four weeks to arrive. In that case, instead of going the normal routing for Guam packages coming from California...which is California, Honolulu, then straight to Guam, the tracking showed it going from California, a couple weeks later it left the New Jersey sort facility????(must have gotten on a mail flight with Wrong Way Corrigan at the controls), then back to California, then on to Honolulu and Guam. I guess you never know...just hope and pray. I am encouraged that some of you have had longer delays and eventually the package arrived.

Without coming across as sounding snarky, it would seem to be advantageous to be able to prove value BEFORE one mails a package. Afterall, you do have to come up with a value for insurance purchase purposes. What does the USPS manual require for proof? I would think that an ounce of gold is worth around $1700 minimum. Coins whose value is dependent upon a grade which was never obtained will probably be valued at your cost if you can document it.

These were crossover submisisons from a variety of third party graders. I can prove my cost via my paypal account and I can show them what the price of gold is now. I would assume that if I provided them with the latest auction records on those coins, that may be sufficient. I read somewhere on the USPS site where metals, jewels, other collectibles, etc. are valued at the market. I could also provide them a copy of my PCGS submission sheet with declared values listed. But i don't know if that will be good enough for the USPS.

Registered mail is slower than a donkey train. I had one registered mail package take 30days to travel from Texas to Maryland. Also tracking never updates with registered mail so you have no idea where the package is - all you'll get is 1 acceptance scan. Then 1 scan for arrival at final destination. And nothing in between. Since you mailed from Guam I would give it two months to make the trek.

I doubt declared value is going to cut it, since it's something you fill out yourself. I think recent auction records will be a lot more applicable, but I don't know if they will even take that as proof.

I'm sure that now that I brought up the subject of my missing package it will show up tomorrow. It always seems to work that way, so this at this juncture, this may just be much ado about nothing. I think I'll put the ol' form 1000 to the side for a few more days and see if it makes it through the worm hole.

Kudos to PCGS...My free submission coupon expired 16 Jan. I asked customer service if, since I mailed the the submission late December, they would still honor the coupon when/if my submission did arrive. They said they would. Thanks PCGS!

Just had a package arrive in VA today, shipped via Registered Mail from California on Friday. That's pretty fast I'd say, especially considering Monday was a postal holiday. I did choose the "priority" option because the premium over normal speed was negligible.

It doesn't mean much. Registered mail travels at the speed of registered mail. Sometimes, it's fast. Sometimes, it's not. Paying for Priority Mail when you don't need to won't make it go any faster.

I really that, in 6 1/2 years, you only have 50 posts, but the above point has been brought up in threads every few months. You may want to look into older threads and there is a lot to learn when you do.
In this case, it may say "priority" as a type of mail when it weighs a certain amount or you choose that service, but being registered mail, the registered rules supercede it and time goes out the window. Registered mail is locked up and signed for each step of the way. If someone with the rights to registered mail is going where the mail is going, it goes. If there is someone out on vacation, etc, and others don't have the rights, then it stays locked up.

Priority is weight based and not indicative of delivery speed. For heavier shipments flat rate boxes are allowed.

That worked for me when I had to file a claim for a lost box of licorice pancakes (that's LP records for you younguns). I was moving cross country and mailed a box to myself. Post office paid based on recent eBay sales even though I had owned some of the records for 25-30 years. (They kind of have to trust you that you sent what you claim, but I had a detailed manifest.)

Registered mail SUCKS. It is the slowest thing on earth. In many cases you could walk to the final destination faster. I sent out (3) Registered coins to (3) different locations on Jan 14. They all have the same exact current status:

It usually takes 2-3 weeks for delivery. Going forward, I can no longer use Registered as my DSR's are in trouble because of the USPS. I constantly get emails from my customer's complaining they hadn't received the coins yet. I'm afraid I'm going to just have to risk using Express mail w/signature conf and hope the items don't get lost.
Anybody have any better ideas?

Just stopping by to wish you luck, I am the one who had a package stolen in Anaheim Ca on the way to our host. My claim has been denied twice in St louis. I have not only provided recent ebay sales and teletrade sales and the phone number for Sandy Boyd(pcgs) to verify the price guide. I also gave them the local coin dealers name and number because he saw both of my coins the day before I sent them. I did also hear from the other pcgs member who's Gold coin was stolen a week after mine and his was in a slab, they denied his 2nd claim too. I called washington dc yesterday and talked to the head guy. He did assign me a special person who will handle my third appeal after I send it off today. Hopefully you kept the pcgs copy of the order form too. He did ask me if my local dealer would sign a Affidavit swearing to the condition I told them Yes but with the 2 first claims being denied they did not call any of the numbers I gave them. No matter what anyone says be PROACTIVE, don't wait and file the claim on the usps website. I hope your package does show, but if not and you have any questions just pm me.

I read on the USPS site that registered mail claims have to go through the Post Office rather than being completed on-line. I've printed out the form 1000 and will submit if I they're not delivered soon. I realize that registered mail can be slow, so I'll try a little more patience. Totally true, but the search feature on this site has been no help to me when I've tried. Example: I just entered "registered AND mail" in "body OR text" in "last 90 days" in the U.S. coin forum and got error 100. I have never once gotten a usable result from the search engine on this site--usually it returns no results, sometimes an error. Perhaps others have had better luck?

Preview doesn't work for me at the moment either.

One thing about filing a claim is that it will force them to look for the package. That's the first thing they will do. Your local P.O. can only go by what they see in their tracking system whereas an investigator will probably call the P.O. where it is at or expected to be at.

First off, I don't believe that the USPS will insure money/cash, etc. and even if they did their indemnity caps at $15. Only an idiot would send $10K cash other than registered. What you are suggesting is fraud. Get caught and you will be the dog turd.

terms of USPS insurance claims are published on their website. They are no different than an insurance claim with your homeowners policy; be prepared to prove value of loss.

Anyhoots, here's my passing thoughts.

Thought 1
I had a registered package from Brazil that took nearly 6 wks with no tracking inbetween points. A gemstone that the sender mailed in a box about 2 square inches. That was just asking to get lost in the shuffle. I paid in advance, was on pins and needles for a long time. I filed a claim, it arrived before adjudication so don't know how that would've worked itself out. Esp considering 25k is the limit. Lesson learned, won't do that again. Wasn't worth the sleepless nights. I send all registered packages and (ask in return of senders of small items) in a box at least the size of the medium flat rate box, something big enough not to get lost easily or it'll sit on the supervisors desk once found while he waits to fill out forms in triplicates for approval from DC to put it back in the mailing channel or somce BS.

Thought 2
Sending in a Priority mail box via Registered Mail has huge benefits for weight only. Cramming loads of silver bullion in a flat rate box is ideal.

Thought 3
I had recv'd a damaged item . I still wanted it, but wanted the numismatic difference made up by the damage. First claim denied. Second paid. All I had for proof, was a local coin dealer on letterhead appraisal of before damage and after value. That was 10 yrs or so ago, they prolly tightened up since then.

Either my post office is lying to me, or you are wrong. In fact, I have a post office receipt right in front of me that shows the priority mail option was chosen for my registered mail package.

The USPS FAQ backs this up, you can send a package first class OR priority using the registered option.

This is true. Also true is that adding priority to registered does not expedite its delivery, only drives up the cost to ship. Any registered over 13 oz. is required to go registered priority, but it will still not get there any faster. In the case of registered, priority is only an additional shipping fee. Never choose it when you are under 13 oz., you are wasting your money.

For your registered package that was sent priority, check the actual delivery time - no faster. The USPS tracking site will even default to the fact that it is priority and show you an expected delivery date based on the fact that it is priority registered. This date will not be met, just a bug in their system when the word Priority is tied to the registered shipment. ALL registered travels at the slow registered pace because of security controls (signatures by all employees taking possession, under lock and key, usually only sent out once a day from each facility) irregardless of any other service purchased with it.

The best way to be proactive is to select a USPS shipping level that provides the necessary dollar coverage and provides the best security. Not all USPS methods provide full coverage of the value of coins. Registered does, up to $25K insurance when purchased. Additionally, registered should always be selected if your shipment involves anything that the USPS views as "bullion." Bullion will only be reimbursed at face value if an insurance claim is filed for a USPS shipment that was not a registered shipment.

What happens if the package is later found and the contents revealed? If it is determined that you lied about the contents and/or their value, they could be after your ass for fraud. It is exactly for this type of situation, that they expect you to be able to prove/verify value. If you can't substantiate value, you'd best just take your chances or select a service like registered to minimize the chance of loss.

USPS wants sender to prove value of what he claims was in the box. If they are able to eventually locate the lost shipment, hopefully for the sender's sake, he told the truth of what was in the package. If not, a whole new can of worms gets opened.

Either my post office is lying to me, or you are wrong. In fact, I have a post office receipt right in front of me that shows the priority mail option was chosen for my registered mail package.

This is true. Also true is that adding priority to registered does not expedite its delivery, only drives up the cost to ship. Any registered over 13 oz. is required to go registered priority, but it will still not get there any faster. In the case of registered, priority is only an additional shipping fee. Never choose it when you are under 13 oz., you are wasting your money.

For your registered package that was sent priority, check the actual delivery time - no faster. The USPS tracking site will even default to the fact that it is priority and show you an expected delivery date based on the fact that it is priority registered. This date will not be met, just a bug in their system when the word Priority is tied to the registered shipment. ALL registered travels at the slow registered pace because of security controls (signatures by all employees taking possession, under lock and key, usually only sent out once a day from each facility) irregardless of any other service purchased with it. >>

Actually, I've shipped to this address before (California to Virginia) and the package arrives much faster, about 3 days vs. 7 days when I use the priority option. Does it make sense? I don't know, I get that the security measures are the same, but I want to know how you are certain that priority mail for registered packages doesn't make any difference. Did someone at the post office tell you this, or was it just something you read on this forum? There is so much misinformation about the post office on this forum it's not even funny.

No reason you can't go to the USPS website, where they will tell you this about the speed of registered mail delivery:

•What is the estimated delivery time for Registered Mail?

Due to the higher level of security placed on this class, it is possible that the Registered Mail process could slow the speed at which a mailpiece travels.

Note in particular the bolded part. Nobody here is denying that registered mail is sometimes delivered quickly. What people are trying to explain is that there is no guarantee that using Priority Mail will speed up delivery. Simple as that.

The post office will confirm this, just ask them. I ship and track hundreds of registered packages each year, many over 13 ozs that require the addition of priority - adding priority does not expedite them. The only advantage of using priority with registered is that you can use flat rate boxes and save a bit on heavy registered shipments such as bullion.

I totally agree with RenoMedPhys

I always use Express Mail (note there is a $5k limit on insurance though) and I think it's great.

The package moves so fast that the chances of something going wrong is reduced (IMHO)

Plus you get tracking all along the route that is updated on the USPS website every few hours. Use a box in the big box method and heavily tape the corners.

Reducing your stress time agonizing over shipping your coins to less than 24 total hours ... priceless.

I have a question I have not researched. I was told by a couple of dealers at the FUN show that Express Mail Insurance will not cover coins. Has anyone else heard this?
