If they wanted coins to function as currency in circulation, they would. It's a relatively simple matter to declare One Hundred Old Dollars to be equal to One New Dollar, and then the coinage would work just fine.
That would cause considerable consternation amongst the voting public, however. Reality bites.

...but of course it's their function to mint coins for the public to spend, not for the collector to collect/invest.
