i would speculate the person puts in high bids just to see where others are at and then retracts and/or wants to find out how much a reserve it set at, a severe violation of ebay policy for that many .
Personally if I were buying a cent with that kind of money I would by one of the major double dies...1955, 1972.... Will still keep searching though for this one.

Didn't that same thing happen with the 1904-O Morgan that was actually a key date until the Treasury suddenly released bags of them to the public?
