"Spike Eye" 1993 Washington Quarter-Is this New??

This was in my jar of pocket change that I go through every few months.
It's a 1993 Washington quarter that has a strong polished spike hooking out of Washington's eye just below the lid.
Has anyone seen this before? I can't find it listed anywhere.

looks like a gouge to me based on the shadowing
quite similar to many vam gouges
.
Now just a interesting part of a heavily circulated coin.

The '93 is in rough shape but it's the same polish line as 19Lyds's 96. The spike on the '93 is raised from the field. Either a gouge in the die or a polish line.

Now all you gotta do..................is find an uncirculated specimen. But don't stop there.
Remember that the Obverse Face of the State Quarters is unchanged from year to year. Given the fact that the gouges in the 1993 are very close to the attributable gouges in the 1996, is it possible that this damage occured on a Master Die or perhaps a Working Hub?
Master Hub > Master Die > Working Hub > Working Die
How many are made for each years production? Given the fact that it's called a die gouge would imply that there is (or was) a damaged Master Die out there.
