If the banks would just quietly accept the money with no fanfare, people would be less likely to do it for attention/publicity. Run it thru the friggin coin counter or roll it and be done with it. I suppose if it is done in a mean-spirited or revengeful manner, it should be refused.

Depends.
The grocery store can tell you they won't accept pennies. No problems there.
A debtor, though, can't refuse to take a legal form of payment without risking having the debt discharged.
