Weird Ebay offer?

Maybe this always happened to others and no one has wanted me to buy their coins, but today I got an offer from a seller to buy his coin that I have on my watch list. I didnt make an offer and then counteroffer, but an out of the blue private offer to me from the seller. It was only 5% off so not enough to interest me but I didnt know you can do this?

Uuhh... @ACop I'll call this lurking.......but in this case you have something someone knows you wanted

They've been doing this for a couple months now. I get an email from eBay every couple weeks telling me that my items are in someone's basket and would i like to convert those to sales by making a discount offer.

Sometimes eBay will send sellers a list of their items that are in potential buyers' shopping carts or watch lists.
eBay then recommends that the seller lower their price by 5% to help get a sale.
The buyer who is tracking or has item in cart receives an email saying that the price has been reduced.
I'll be damned. Did not know that. I sometimes have 10 pages of watchlist and have never had it happen before.
Currently I have 4 pages with upright $2850 item...I do wished this seller offer me the same deal
I, as the seller, have to want to offer you a discount. I've never done it.

Stop playing hard to get.
Ebay found a new way to suggest sellers lower their prices in order to make more sales.

LOL. Sometimes, 5% is too big a discount. But a lot of the time, I figure 5% probably won't entice the sale and I don't want to bother the customer who may be watching the item for any number of reasons other than price

I have not received such an offer. However, I have received an offer after an auction I was involved in closed and I did not win (price went crazy, no sense in pursuing). Then I received an offer from someone not involved in the auction... asked was I interested in one he had and gave a price. He then sent it to me on approval.. (unbelievable).... I did buy it (PCGS slabbed)....asked him why he was so trusting (had never had any interaction with this person before). He said he was an attorney and if it went awry would sue me to death...

Just like a realtor might suggest a homeowner to sell quickly at a lower price. It's much less work and the realtor's cut isn't reduced by much.
I would like this feature, both as a buyer and seller on eBay.
Honestly seems like a decent win/win/win situation now that this is a thing (never happened to me either and I keep a decent chunk in the watch list). Buyer can potentially win with a discounted purchase, seller obviously moves more stuff, ebay churns out more fees.
On a semi-related note I had a coin for sale for months, I take it down cause it's a nice coin and figure it's meant to be with me - always had like 10 watchers and no bites. 10 minutes later I get a message that someone was in the process of buying it and to relist it if I still have it. What are the odds that out of the months I had it listed the second I actually take it down is the same one someone is trying to finally buy it.
This actually helps a lot, I kept getting messages telling me my watch items have been reduced, I have 100's of coins on my watch list, a lot of which I have forgotten about.
"Absence makes the heart grow fonder" was my first thought.
