Yep, coin looks like it was struck through die grease. Recessed areas in the die (raised devices on the coin) tend to get filled in with die grease and even metal shavings.
G-A-B-E 9991, I'm surprised you didn't notice the two dark round - like objects just to the right of the South end of the horse and below the tail. What's up with THAT? Could be a variety or even a discovery coin. If so, it needs a name. How about this; "Delaware Road Apple Quarter." Just a thought.
