1917 P Mercury Dime Question

I was watching this auction and something seemed odd with the obverse strike. Is this just an image artifact or could the hair actually be that weak? I know the images are bad but though you guys may have a guess.

The lighting is creating hotspots on the obverse that make it tougher to see details and there is also a fingerprint or some other residue on the coin, as well, that makes it tougher to see what is happening.

TomB - Does this look like the 1st 1917 hub -- the one matching the 1916?
Looks like a Type of 17 to me.

I can't tell from the pic if it is Type 16 or 17 Obverse.
I see lighting issues on the obverse....and certainly it may be more as well... a really good picture of the obverse would clear some of the questions... Cheers, RickO
