    looks like a science experiment. I vote chemically removed nickel layers.

    It's just post mint damage, and is not an error. Maybe from a fire.

    My guess would be fire or chemical damage. Looks like it may have been buried for a while too.

    Edited to add, the only thing left to do is shoot it. :D
