Anyone ever see this on 1963 10c torch?

It's raised metal and looks purposeful. There's a few other touch ups on the design in lettering and devices, but more on that later.

I am new to slab shots but I hope this shows how it's raised metal and not a scratch or ding or gouge.

Please don't laugh too hard if this has always been on dimes and I'm only now noticing it in higher grade coins. I've never liked dimes because of my eye issues but saw this.. what on earth?

    Hmm, never seen anything like it. Ill be curious to see what a few other members think. Looks like part of the flame to me, but its pretty far apart.

    Looks like a short thumb and long index finger! Don’t know what that is.

    I checked about 20 Rosies... and did not see one like that... looks like it could be a die chip.... Cheers, RickO
