PSA VS PSA/DNA Registry Question

Are cards that are PSA/DNA certified (red flip) not allowed to be added to PSA registry sets?
For example, I have a PSA graded 1984 Topps Tiffany Mattingly and I can add it to any set that it is eligible for.
However, I also have a red flip PSA/DNA certified 84 Topps Tiffany, that it won't allow me to add.
What's the deal?

The flip is basically now a passport in the registry. The more expensive the flip the more places it can go...

Not sure I follow. Shouldn't any card that has been authenticated and/or graded by PSA be eligible for registry sets?
For example, the autographed card below doesn't seem to be elgible for the PSA Registry even though the card itself has been graded a 10, but the unsigned card is eligible....I don't get it.
