Valley county is Glasgow montana. Try calling the chamber of commerce. They probably are the ones behind it.
Event token, like a county centennial fair? Value, few bucks likely.

Looks like just a token to celebrate Montana being a state for 100 years
We became a state in November 1889. I suspect it is the 100 years of Valley county.
