Scratching my head on this one. Almost all of the time I agree with PCGS grades but this time I am saying the coin is Mint State.

MS 64, not FSB

MS63-64, depending on luster through the toning (no FSB).
My guess: MS-64 also.
There was a time when dark toning limited grades to MS-64. Not so much anymore. IMO, the limiting factor here is eye-appeal due to splotchy brown toning. The coin also has some obvious loss of luster (gray) on the relief - change of color on cheek. For me personally, AU-58 but you can forget about that
so TPGS is either MS-62 (due to rub on the relief if they are strict) or MS-64 (commercial grade) as there is little price jump from a 63.
If I were King, I'd grade it AU-$130

Rough surfaces for a 64, which should look like a lustrous gem with a minor defect or so.

The cloudiness in the right fields, especially the reverse, looks like PVC haze. Maybe it's just the photos.
