Perhaps the buyer thinks it will grade a 9?
I'd be annoyed, but not surprised, if my consignments sent to (insert eBay seller here) did not reach the lofty plateaus which others seem to. Blame it on centering, 2 guys really want it, the seller has a great rep, the phase of the moon, or whatever you want, but the rational mind in me speaks to nefarious activity... sometimes. I've sent some graded cards to pwcc in the past, and had a few record lows, and the rest where I thought. A low fee, no headaches, only shipping to him, and timely payment made the whole transaction just ok in my book.
There were no circumstances surrounding any of the cards sold that looked odd. No bidders with retractions, no retractions, no string bidding...etc. Color me green with envy, but I just can't see some of these raw card prices. In my limited opinion, this drives consignors to certain sellers, and in turn, that will generate income at some point.
9 OC with that back?
A PSA 9 can have the back 90/10.

I also think you can't underestimate customer loyalty. I have a few friends who will only buy from a small list of sellers - those two included. For some, that piece of mind is worth the premium.
Anytime I have a bad eBay experience, the thought has crossed my mind.

GM is selling raw above PSA 8 value, I had my eye on a couple cards last night but too expensive, except if they grade PSA 9. Over the years I bought 150 -200 raw from GM, Back then I bid high for his premium cards, but NEVER got a PSA 9, 80% of the cards graded PSA 8, 20% PSA 7.
Very interesting seller.
20,278 listings but only 59 are PSA graded cards.
22,413 transactions just in the past month...but only 1 neg which is an amazing percentage for raw baseball cards.
Something else very interesting:
No "buy it now" - all auctions. The seller certainly has confidence in his product, reputation, and customer base that he will get at least a fair market price for his auctions.
I've purchased a lot of mid-1960's football described as nm-mt from Greg Morris over the last few years and haven't been disappointed. Usually I attempt to purchased about 1/3 of the cards I look at that are described nm-mt from him for the sets I collect (e.g. I still filter for what I like, has nice eye appeal). In the last few months I've been getting outbid much more often on his auctions than I had in the past. Wondering out loud if this has to do with the increased cost of grading commons, etc... But it does appear that something has changed.

There is a subset of the hobby that will not buy graded cards. I was in that camp until about 7 years ago. It seemed that when I went to shows I was seldom spending the $ I brought with me because there were few 50s and 60s NM-MT HOF that I could find. More and more seemed off (could be trimmed) and I was starting to buy a lot of cards that would have the OC qualifier if graded since many of those were not sent in. Found myself buying cards dealers bought that day when I was lucky enough to find one that made a purchase. Would offer big enough dollars to make grading not worth their while. I finally decided for the most part I was passing on better cards out of stubbornness. Now I buy 98% graded.
My brother is very active in the hobby and still will not buy graded cards. His only graded cards are gifts from me. I tell him feel free to crack it out but too hard to find raw Christmas and birthday presents. For those that have never done it (myself included) cracking a card seems scary - what if I damage it? He will pay a premium to the raw dealers he trusts - that never grade any cards.
I miss taking the card out of the case and inspecting it in its raw form. Looking at how the card looks different at various angles the way the light hits it. Feeling the card between my fingers. Being amazed at how nice it is and excited that my eyes spotted the nicest card in the case. I have never sent a submission for card grading but would if I were ever going to sell (which I hope never will)
If this becomes the norm for high end raw sellers people can just crack a bunch of 8s and consign. I think we have a temporary condition where a few sets are being worked on concurrently by multiple high end raw only collectors.
Some good comments above. I certainly think there's a subset of collectors who will pay a premium for high grade raw star cards. Here's another one that's going through the roof:

Then I'll see some real head scratchers like a common card that's listed as NM-MT or better but 80-20 centered and still goes for more than the cost of a PSA 9. I don't think the raw collectors pay much attention to VCP or graded prices.

I think a lot of it is speculators looking to grade the cards. I have purchased a good number of wrestling cards over the years from Greg Morris and from what I can tell it is someone who just lists the cards even when they are in really nice condition. Most sellers don't.
I can recall vividly before I had an I-phone only willing to go to a lunch because the person had an I-pad and I could sit at the bar at Houston's in Winter Park and try and win some auctions. Both of the primary cards were advertised as mint and both when sent to PSA came back mint. One was just a double in value and the other was five times my money at least so I have to assume there are others out there who have had similar luck and it brings you back as a customer.
I just won a Kerry Von Erich from him that was advertised as NM-MT or better and I think it is an 8. The card above that was a big winner was a Von Erich 9 and a Pop 2 in a PSA 9 and at the time the highest grade ever achieved.
If he's going to pay that much, your better off cracking these cards out.
