I like how they seem to think they write "AS-IS" that magically means they are in the clear.

    Cast counterfeit. Probably from before the Hobby Protect Act of 1973 so "COPY" wouldn't be on it. Probably one of those replicas made for sale to tourists at the souvenir shops at historic sites.
