How many sets of American Liberty silver needed to get at least a set to come back with grade of 70?

There are so many MS69/PF69 for sale compare to 70's on eBay and the price varies significantly somewhere between $275 VS $975 for the 70graded sets. Individually there's more than double $145 VS $300,
Is the US Mint produced less flawless coins in average compared to those candidates for 70 grade or sellers tend to hold them to keep it scare?
The set is sold for $225 direct from the Mint and I wondered if I need to purchase 4 sets just to get lucky on one?

Actually, if you look at MS70 prices over time (as a proxy for quality) you may find that the more modern the coin, the higher the ratio of 70's to 69's (Mostly). I am sure the bulk folks can answer this to a pretty exact percentage given the tons of data they have for this. But I would guess it is about 1 in 10 for Eagles
Would some dealers sell them out as raws if they don't make the desirable grade? Does additional cost will incurred just to see what would be the grade?
More than I care to buy...purchase some MS69's, crack 'em and submit 'em...after looking 'em over for obvious demerits.

A lot of 69s do end up back in the OGP. I believe the bulk submitters can pay a nominal fee and get the coin returned to them unslabbed.
In general, if you want 70s you are better off buying 70s than playing the submission game. Although, I will say, in this case that premium seems a bit steep.
I've heard/read that less than 10% of a Green Monster box comes back as 70's, that's less than 50 bullion coins.

I use to buy them and grade them. Out of 10 I would be lucky to get 3. Once I took 4 NGC 70s and told PCGS to crack them looking for 70s. ALL OF THEM GRADED 69s. That did NOT WORK. Now I just buy them when they FIRST come out PCGS and pay the small premium. BETTER OFF
If 70's were common, there would not be such premiums.... obviously, those coins judged 'perfect' and slabbed by a TPG are special.... ergo the premium. I have several proof issues that I am certain will grade 70... just have not been motivated to send them in - yet - but maybe soon. I have examined them under magnification and they are flawless with great detail and mirrors.... Comparing them to slabbed 69's I can detect differences. Cheers, RickO
