I believe that stamp is the smallest produced by the Post Office, as a test, in sheets of 150 stamps each. The smaller size did not catch on.
I recently bought some sheets to use as postage.
That is interesting... I was not aware of an IHC stamp.... I would have purchased a sheet or two... not really a stamp collector, but I have purchased a couple of interesting one's... such as the Bi-Centennial sheet. Cheers, RickO
