The light scratch on steps may hold it back, though I doubt it will.
43-D is very common with steps though.
It may just be reflection from the lighting, but the bottom right of the D looks repunched.

I would have to agree with @Treashunt...that bottom step looks pretty weak to me also.
No FS....as mentioned above, bottom right looks bad.... Of course, it could be the picture/lighting. Cheers, RickO
I have to say probably not, but it is hard to be definitive from your picture. This is a date that comes very well struck, you should be able to find an example with 6 full steps with a little searching.

IN this day and age anything that resembles steps is counted, so if you see some, it's all there. End of story.
It's not like it used to be when all the 5 steps had to show, Close and it gets it.

Here's a most beautiful lustrous, well struck example PCGS graded MS66 and no FS. There is a huge nick by the 3rd pillar. By their rules they are correct. But it didn't stop me from buying this coin in its present holder. Just look at all those steps. lol
