Is this a major mint error? Peace dollar lamination?

Stumbled across this at my LCS and they claimed it is a lamination error? However, it looks like a deep gouge to at least the middle of the coin. I would think this is definitely a mint error? I am not an expert in the error field so I have no idea. They were asking $32 for it and I almost bought it but thought maybe not until I posted it here and got some more input!

    Looks like a lamination error on the edge.

    Lamination or improper metal mix.
    My opinion is you can find a nicer looking peace $ lamination example for $32.

    Appears to be a lamination - and 'appears' to have a piece of it missing.... Cheers, RickO

    Lamination. Can't go too wrong at $32 but $25 is better.
