Is this green spot on the shield PVC? If so, how do I get rid of it?

I would acetone first

Acetone removes it as does mineral oil but requires longer soaking.

I just gently roll a Qtip dipped in acetone over the entire coin, it will pick up the PVC.

Acetone, then roll the Q-tip over the affected area ...then change the acetone and let soak for a few hours....Follow by a general Q-tip roll on the coin. Follow this with a fresh acetone rinse, and an alcohol bath.

Looks like it. Is it in a holder ? Acetone is the cure and eliminates the crack out too

Not sure I understand. If I send it back to PCGS, they will crack it out, remove the PVC and reslab it? At what cost?

It used to be under guarantee resubmission, but now they might consider it 'environmental damage' while in the slab. I would give customer service a call if it is in a PCGS slab.

You have to submit it for conservation and pay the regular restoration price.
