Nice. Unfortunately (fortunately for naturally toning collectors) the paper insert did that to the coins. The 100% white was a good idea at the time as "white" was the "in" color.
It is a combination of the ink and cheap paper. The part of the slab holding the coin was not completely separated (unsealed, no weld except outside edges) from the label.
