Weak strike Fort Moultrie quarter

I will try to get a pic if needed, but my wife found an UNC (or AU59.9) Fort Moultrie in change with an extremely low relief obverse and a well detailed reverse. I know how minting works, but I haven't seen this on a recent modern. Is it normal?
