of course it is a 70, SGS doesn't grade any lower
even if it is circulated
So if the 'E' in Pluribus Unum was there it would grade a 72?

Well, SGS used what appears to be a high quality insulation material to hold the coin. Perhaps that will reflect well on the subsequent resale value.
So someone used MS70 on it?
I'm hoping to get enough to buy a can of WD40.
