It's always tough to tell with CAM/DCAM on these "older" modern proofs because the lighting angle and type of lighting can play an enormous role in how the coin is interpreted. However, given those images, I would believe it would be DCAM.
On any date after 1952, I'd say no because the fields aren't dark enough, but I believe you have a shot with that one. The frost seems all there, but the depth of fields would be the barrier. Please let us know the results if you resubmit it.
@Cameonut since the hairlines run beyond the edge of the coin, I'd guess they are on the slab not the coin.
Edit: BTW...it's an incredible coin however you look at it and I'd be thrilled to have it in my set...still looking to cherrypick a 1951 Cameo Franklin.

It is in a PF64 DCAM slab, but not PCGS. The question/concern for me was whether it would be worth more in a second tier DCAM slab than a comparably graded PCGS CAM slab should it miss. That's why I asked for objective opinions.

Agreed on the hairlines on the slab, but it also looked to me that some were on the coin......
Also interested to know what TPG slabbed it as a 64dcam..

it's hard enough to tell with a good picture, near impossible with a "juiced" picture as provided by the OP. also, remember that the designation isn't dependent just on heavy frost, it also requires clear, deep mirrors.
I don't juice any images that I post ever. Other than cropping, no post image enhancements were made. I paid Shane (Kryptonitecomics) to image this along with several dozen other pieces for me years ago. The coin appears to be what Tomaska describes in his book as a re-polish cameo proof. Tomaska notes that these sometimes produce stronger cameo contrasts than even the original first strikes from the die. My concern with the coin was the eagle and there is very light toning around the edges. I'll crack it, and probably give it a light dip before submitting it to PCGS.

When I went, I had two 1951 Franklins with frosted devices in my box. One was ICG and one was SEGS. I don't remember which was which at the moment. I'll have to visit my SDB again this coming week if I don't find the orphaned slab shots in my image files.

I'm fairly certain this would dcam. Maybe a 63 with all the hairlines. In 1951 they abused many planchets before striking.

I suspect with this approach, you'll get a DCAM at PCGS within a few tries, possibly the first try if the fields are deep enough.
I would think the graders would look past the eagles right wing, a handsome coin for that year.

Is the coin a new acquisition for you or have you had it for a while. If I saw that coin available for sale I would make a run at it.

Could be DCAM.... as I understand your comments, the scratches and haze are on the present slab.... if so, it should be DCAM.... Cheers, RickO

Only one. I was just slow in submitting it. I did conserve it myself and submitted as raw.
Someone asked about the original holder/grade and I forgot to look back. It was formerly SEGS PF64 DCAM.
