Now you're providing useful information...just pictures doesn't communicate your observations very well.
All I see is a well used, partly corroded coin struck from very worn overused dies that exhibits some characteristics of machine/mechanical doubling, but I'm simply not seeing the notching or split serifs your are attempting to identify.

I think what you are seeing is actually the light reflecting differently off the top of the letter from the side of the letter. Sometimes the side of the letter can look like doubling depending on the angle of the light. Just my opinion.

Machine doubling..... what 'appears' to be splits, is actually worn dies... Cheers, RickO

Looks like machine doubling to me also.
