Th re is one on eBay and I believe Del Parker bought the one out of the heritage auction last year and may still have it.

Yes that is the coin mentioned by Brian above.
Not an Irish expert so my question is simply this:
What makes this a mule instead of a different die variety?

Because the side of the coin with the horse came from 1928 proof dies combined with the 1961 dies
