Is there a clearer, short descriptive title for this? If this is a less extreme instance of "Elliptical Strike Clip" then they should have related names..... Just a thought.
Where possible - including using better names for numismatic things - a name should be unique, and convey factual information about the thing or method of making the thing being labeled.

Nor I, though I have described coins as "Broadstruck (or 'struck off center, or whatever) with collar stuck in raised position" or the like. I suppose that a term for "collar stuck in up position" does make sense.

I would call that a partial collar / railroad rim error.
It is not an elliptical clip error.
It's a stiff collar strike for sure, which is caused from a off-center .
If there's missing weight, then it's a Elliptical ..

I sit at the coin show with the coneca boys and it drives potter crazy ..
It's really a off-center with fringe benefits ..

I just took the coin out of the cardboard and there's no reeding, on the rim either ....
Comes from putting too much starch in your coin-show shirt.
