Treasures (numismatic) to be found, at these levels ( low silver prices). Days of the you suck award are returning. Good for you, fellow coinpatriot. This is the stuff that keeps a coin geek's (like me) juices flowing. .
Based on these images, it looks to have a shot at 58. Worth the 25 bucks gamble for me anyway! Under all the dirt, how is the luster?

Nice--my 1889-CC in AU came from an un-searched 1/2 bag (found by the the dealer who sold it to me). How that happens, I'll never know, but I'm guessing that is the reason it was fully original and uncleaned. It had the dirty look of a choice XF, and that is how I bought it, but it had ample underlying luster and it slabbed as a 53.

1921 luster is entirely unlike the 1922-1928 coins but also very different than the 34-35 coins. This one has a typical satiny/creamy look but plenty of luster breaks over the portrait & eagle. The easiest place for me to see wear is st the neck truncation and on the ridges of the rock the eagle is sitting on. I'd say no higher than AU55 but more likely 53. A 58 should make you hunt a bit for the wear. The look is typical but many would like it more after a dip. So cool to find in a junk lot.

What should one expect to pay these days for, say, $100 face bulk lot of Peace/Morgans? And do sellers vary prices based on average grade within each lot? Now that silver prices have come down, I'm wondering whether or not I should go after my first bulk lot in the hope of filling a hole or 2 in my blue Whitman folders, and then maybe sell the rest back to a dealer, etc?

As suggested, I'd make a very conservative effort to remove the black perhaps a soak in soapy water (not simaliar with M70). Acetone may work quite well. But no way bring it even close to coin dip.
I think it's higher grade than what first glance suggests but easy to see there's a lot of luster there.
I haven't dipped or cleaned a coin in so long I'm not the person to give advice but what a nice find, congrats
A silver dollar i bought from the local bank (for $1) in the early '60's was a lustrous '34-s similar to the OP's coin.. Couldn't afford to keep it though. $1 was a serious chunk of change to be socking away in those days.:'(
