It looks to be damage and/or corrosion of some kind; possibly with some foreign matter stuck in the corrosion.
It's not a doubled die.
Keep looking though--you won't find anything of value if you stop looking.

@Fee316....there is an accumulation of dirt or corrosion around the ghost 7.... it would need to be cleaned to evaluate what is actually there. Perhaps Fred Weinberg (@FredWeinberg) will join this thread... if so, he may have a ready answer or may want to further evaluate what you have. I do see the 7, I just do not know what it is caused by or how it can be explained. Cheers, RickO

The green gunk is corrosion/verdigris.
You have a 1972 with some corrosion.
It isn't a doubled die.
If you keep looking though, you will eventually find something.
You have an eye for detail--I hope your persistence will pay dividends.

It looks like a dropped number, no real premium especially in that state of preservation..
