Correct weight is 4.00 Grams so top one is with margin of error. However bottom one is overweight and different color.
Since we made Philippine coins which Planchet is bottom struck on or ???

Well, to start with, the weight of your 2nd coin (the darker one)
is the weight of a US Nickel.

Both Denver and Philadelphia struck Philippine 25 Sentimos
coins in 1970. The diameter of the 25 Sentimos coin is 21 mm.

The diameter of the US Nickel is 21.21 - so for it to fit into
the 21 mm collar, it must have been a type 1 Blank, which
is just smaller than a Type 2 Planchet.

That's what I surmise from the info you've provided.

I agree with Fred. The standard weight on the 25 Sentimos for many years was 4 grams, so the 5 gram one is the outlier. A U.S. nickel planchet is the logical explanation.

The 1970 25 Sentimos were struck at both Denver and San Francisco, so it could have been either one.
