Cuba error coin

Purchased this Cuban error coin. It's a minor error, but Cuba is a very tough country to find errors from and prices are through the roof. I'm not sure of the reasons why. Grade is NGC MS-62.

I believe these coins were struck at the Philadelphia Mint. Good quality control would be a reason they are so tough.
