I'd say from pics would be between MS65-66. Hard to tell but probably within that range. I have both souvenir sets too from '82-'83. Neat- curious to see grade!
That's a really strong in God we trust. Looks like a great coin!

Came back (shockingly) a 63. Sorry, just can't see it. I don't have a big stake in it so not a big deal but was curious and had it next to some 66s and it was quite favorable with better strike & less friction & for the date a "smashing" (LOL) strike that I think CladKing might even approve of.

I think 63 or 64 is right. Too much obverse chatter in the neck and at 6:00 area obverse for a 65 or better.

I'll see if I can get it for a picture tonite. IMO, def. NOT a "3" & I've seen a lot of coins & it is much better struck than most, as I've said easily matched 66s I've seen.

OK, lost the coin & now found it - let's see if these pictures are any better of the obverse. The luster and freshness as well as strike exceptional in hand and hard to catch, even these photos inadequate.

It's not at all a bad coin. My first impression was MS-64 and the new pictures have had little effect on changing that. Frankly I think the services overgrade this date by a wide margin and I'd slide most of them down two or three grades.
The '83-P isn't that difficult to find fairly well struck from good dies and the killer for these is marking. This includes retained planchet marking. Your coin has the retained marking and was struck from a worn die.
The coin has little enough marking that it would certainly be a candidate for regrade if standards ever shift to considering this characteristic in exclusion to others. It is cleaner than most of this date which is very difficult to find clean. The best bet might be to try to sell it on this basis but the market is still immature and the premium uncertain.
I like the vaguely PL look to it. I bet this die made some real beauties early in its life but probably none of them survive.
