Very interesting. My guess would be Ecuador, as it closely resembles the series of 1833 Ecuador coins with the sun and bird perched on mountain motif.

That coin is listed in Krause with that counterstamp(if my mind is not fleeting). Not at home and can't remember for sure but it might be Central American Republic.
The CAR counterstamp is sun over the mountains, if I'm not mistaken. Never seen the one with a bird before. @MrEureka likes Latin American pieces, perhaps he would chime in.

This is the counterstamp for Los Altos in Guatemala. Same problem as always, were trying to validate diver content in the coins. Rare.
