1960-D Lincoln RPM-33, D over inverted D ?

Looking through some more old blue Whitman folders, I found this 1960-D Lincoln Cent (large date).
It matches the listing for a normal 1960-D/D RPM-33.

But looking at this picture, I'm wondering if RPM-33 should really be classified as a D over inverted D ?
