64FB to 65FB is quite a score ($4250 to $25,000). I wouldn't think so with the few ticks and grazes it has. A 64+ is only a 20% jump but don't see it having well above average or superior eye appeal.
The scratch on the neck on obverse keeps it from an MS65 grade in my view. It certainly appears to be Gem BU with super luster, but Superb CH BU more accurately describes it. Its probably been submitted a number of times so the money has probably already been wrung out of it in who knows how many submissions.
The coin seems to have very attractive dazzling, lustrous surfaces, really clean fields, and I would suspect cartwheel luster as well - just like I like them. No toners that look like they came off a junk pile or run over by a truck for me. I would wager its a real blazer to view in hand......I do feel its PQ for MS64 and would price it at the higher of CDN Bid + 50% or PCGS MV (plus 15% tack on if CAC). Would love have it in my case at a show. This coin certainly is an illustration of Investment Grade Quality.
Perhaps it has a chance at MS64+. Please show a photo of it in its TPG holder.

I think it had a good shot at 65 and I crack and resubmit Mercury dimes at PCGS all day long. That line on the bottom of lady libertys neck looks raised to me. Looks like it has a good strike and luster otherwise.

Hard to judge from the photo but I suspect it may have been dipped one too many times.
Given the enormous spread in price for each grade, my guess is that if it is close to upgrading that it has been tried multiple times already.
