This may not be the correct forum and if not please let me know. I believe these were american founders mint sets. I've found silver ones online but no gold. Are they gold? Pictures do not reflect how much they look like high karat gold but I can't find any markings.

They may be marked on the edges (reeding). I found a set of these in silver and it had its certificate from the company with it that listed their silver content. Is there any chance that the certificate might be underneath the faux-velvet lining?

If it doesn't say gold on it, it's probably not gold. The 500 (5+* logo) is used by official pieces and the ones that use precious metals say it: silver, gold, and platinum. You can see some here.

The silver one I saw (years ago) was marked as silver.. so, there should be a marking if real gold... otherwise, it is not.... Cheers, RickO
