I like it, but it's a hard puzzle!
I see initials W C L, but I'm not sure what the intended order is, since they weave together like Escher.
Maybe since W has the horizontal bars, it's the surname?
I imagine there are some love token experts on here who can answer this.
Denom - unknown, since I have nothing for scale. I know a lot of them were dimes and half dimes.

It's a ladle!
It was made for Tiffany & Co. by Gorham right in the period of most commonly seen love tokens.
You will see the same style of engraving on the silver of the period as the love tokens, likely done by a lot of the same engravers...

It is a diet soup ladle...whatever remains in the ladle, you can eat...as long as it's tomato soup or broth of some sort. I like the design style of the initials but have yet to figure out what the order for them are.
