Cents are now copper plated zinc

    The plating is bubbling

What causes the bubbling? Is it heat?

Could be impurities on the surface or actually platen defects.... Try puncturing one of the 'bubbles'.. If solid, it is surface bumps or grit.... a true bubble, likely organic impurity prior to plating. Cheers, RickO

Either the temp. wasn't correct when it was
plated with copper, or the copper plating
solution wasn't mixed properly (like an
improper metal mixture that causes either
    laminations or planchet streaks).

In this case, it's not a lamination, because it
involves the plating only, not the planchet itself.

A better than average example, but not unusual
    at all......
