There's no strike thru directly on the edge of the coin, but it does go all the way over the rim on the reverse at 12:00.

I will bet it was being minted on a very hot day and a fan blew the floating thread into the die press. Note, in this photo that I took, the individual operating the vintage die press has a can of compressed air at his side to keep out debris. That would not have been available in 1913.
