Sure looks like post-mint damage to me...mintmark looks to be machine/mechanical doubling.
Really? but what about the letters, L-I-B? and the word " United"? They seem to be off the entire Half, No?

Isolated multiple machine doubling may be the effect seen on the mint mark. Though, there are many types of strike and machine doubling that can cause a similar effect and I'm not familiar with all the technicalities.
An off center strike... the tripling on the mint mark is interesting... cannot really see split serifs... the coin has also seen some post mint abuse.... Cheers, RickO
The mint mark has a neat look, but I think it is not an RPM. It looks more like a striking issue.
