Nobody has given you a straight answer yet. The 1943 is steel and worth saving, although it's circulated and maybe worth 15 cents. The 1975 is not steel and you can spend it.
The 12/31/99 is maybe a new years coin- last day of 1900's. More a memento than a collectible. The 43 is steel and worth less than $1. It would be ok for a starter album.
Edited or is the date 74 or 79. Most likely a new years coin regardless of year.

@fromgod2you...Welcome aboard... the counterstamp date is 1974....likely some personal significance to whomever did it....The steel cent is more of a 'keeper' since they are not common anymore... no real numismatic value there. The 1975 looks counterstamped or countermarked (Google the terms).
It's fun to speculate what that date means, but Numismatically it's damaged.
The steel cent is also damaged where the zinc plating has worn off and the underlying steel has rusted.
